Senior IT Manager in Applications or Architecture (Enterprise or Applications)
Summary
James is an experienced leader in the delivery of information technology strategy, architecture/design,
applications development and project/program management. He has managed and provided leadership to application
development, solution architecture, enterprise architecture and project management leaders and team members for over twenty years. James has a strong sense of integrity and believes in loyalty and commitment. He understands that transparency, teamwork, and
focus on building relationships, are some of the most important components to a successful enterprise.
Currently, James is responsible for an architecture team focused on applications that support fraud, risk and
compliance functions, in addition to other solutions that support project/program management and planning,
productivity monitoring, and a variety of other functions that support the business of IT. Prior to this role, he had led
development teams charged with the management of applications that are leveraged across multiple business units that
support time and project management, workforce productivity and management, enterprise automation and emerging
technologies, as well as multiple solutions focused on fraud claims, complaint management and GL account entry
functions. James had also spent three years helping develop an application architecture practice, where he was
responsible for strategic solution governance and for project consultation on large strategic enterprise initiatives.
During his management tenure, James has built several teams to meet emerging technology and business needs, the
most notable of which were focused on solution architecture, enterprise architecture and enterprise integration.
As the manager of the enterprise architecture, infrastructure architecture, and solution architecture teams, James was at the forefront of technology transformation. James and his team led an effort to move from legacy technology and solution practices to modern, cost effective and best practicebased approaches and technologies. These efforts included solutions to support reusable business services, and newtechnologies and practices to manage enterprise information (MDM and common operational information). He and his
team were also leading a conversion from legacy Payer claim systems, to Trizetto Facets. James was also one of four
managers responsible for proposing an approach for IT transformation, looking at all aspects of people, process and
technology.
In addition to modernizing the enterprises integration capabilities, James also created a solution architecture practice
that developed a model driven architecture (MDA) solution modeling framework that allowed for clear solution
traceability from business process to implementation, driving cost savings throughout the SDLC and application portfolio
lifecycle.
James reinvented the enterprise architecture practice to support the companys changing strategy and
direction. He and his team had created an application portfolio management practice to better manage IT spending, to
provide focus on leveraging current investments, and to help create and manage the lifecycle of IT application assets.
James also refactored the architecture assurance process to ensure timely decision making and to promote agility by
seamlessly integrating it into existing processes, and by creating a delegated authority model for approvals. James had
driven an effort to partner with each business division to help develop a multi-year business plan and matching
technology roadmaps, allowing for more seamless planning across the enterprise.
Before focusing on architecture, James held positions managing development teams focused on both business
applications and integration technologies. He has also held project and program management positions where he
successfully led large enterprise initiatives in the healthcare industry. His contributions extend to national leadership roles, exemplified by his position as National Co-Chair for CAQH connectivity workgroups, influencing information exchange rules in The Affordable Care Act.
Expectations
I am seeking a senior leadership role (manager of managers or directors ex: Vice President or Director) in Information Technology. I do not have an industry preference, however my experience to date has been in health insurance and financial/banking technology.
