I am 2013 passout with no experience in IT field , but i have done certification on software testing. I know core java,HTML,CSS JAVASCRIPT. Presently working as an US it Recruiter. Will i get job in IT field ?

Everything is possible, looks like you just need some experience to demonstrate to your future employers. Might want to start as a freelancer on Upwork or similar platforms. I would recommend focusing on getting experience and getting good customer reviews first, rather than on earning money (that will definitely come but later).

+1 to what Tiger said, Another option would be to work on pet projects which means to develop things on your own to be able to list that on your CV as experience / achievements. if you are in Web Dev, you might want to create a website that does something and then add that on your CV etc.
